[In Germany](https://www.spiegel.de/international/germany/tempers-flare-over-german-mask-requirement-a-3edea99d-3563-43e6-8401-4671a6671816) the press claims that _the real question is no longer whether there will be a second wave, but how many waves there will be, how dramatic they will be and how people can better protect themselves_, while predicting a [wave of bankruptcies](https://www.dw.com/es/miedo-a-las-empresas-zombis-ola-de-quiebras-en-alemania/a-54627228). In France an [horizon of new confinement in autumn](https://www.rtl.fr/actu/debats-societe/les-infos-de-8h-coronavirus-le-reconfinement-est-il-inevitable-7800724389) has already fallen short and [strikes in hospitals, demanding beds and means](https://www.francetvinfo.fr/sante/hopital/sante-plusieurs-hopitaux-en-greve-illimitee_4079411.html) are spreading [throughout the country and becoming indefinite](https://www.francebleu.fr/infos/societe/greve-aux-urgences-de-saint-brieuc-pour-reclamer-plus-de-lits-1597807412). But Spain takes the lead: [3775 new cases in the last 24 hours](https://www.elconfidencial.com/espana/coronavirus/2020-08-20/noticias-19-agosto_2719640/) and [131 deaths in the last week](https://www.rtve.es/noticias/20200819/curva-contagios-muertes-coronavirus-espana-dia-dia/2010514.shtml). Should the figure not be impressive enough, the headlines speak for themselves: the number of [deaths has been multiplied by 11 in one month](https://elpais.com/sociedad/2020-08-19/sanidad-comunica-6700-casos-de-coronavirus-con-madrid-como-la-comunidad-con-mas-contagios.html) and the [nursing homes are at maximum risk](https://www.lainformacion.com/asuntos-sociales/residencias-madrid-alcanzan-nivel-maximo-riesgo-contagio/2813061/) already awaiting a second wave. And no wonder the president and the government try to enjoy a vacation without the slightest embarrassment. Saving investments has been a priority since the beginning of the pandemic. The results of such a denialist policy can be really awful as we can see in the United States or Brazil. The slogan of business managers and politicians is that in autumn [_there cannot be another lockdown_... no matter what.](https://www.perfil.com/noticias/bloomberg/bc-lideres-empresariales-de-espana-temen-nueva-cuarentena-por-virus.phtml) [The Basque councillor for economy stated it quite plainly](https://www.elespanol.com/invertia/economia/macroeconomia/20200816/tapia-asegura-confinamiento-economia-vasca-practicamente-desapareceria/513448880_0.html): with a new lockdown fewer people would surely die but... the economy _would die_ instead. Investments take priority over lives for these people. It's clear that the model desired by the European bourgeoisie is that of Trump or Bolsonaro, [they don't care if the pandemic runs out of control as long as profitability recovers](https://www.lapoliticaonline.com/nota/128622-brasil-acelera-el-rebote-economico-y-la-imagen-positiva-de-bolsonaro-sube-al-nivel-mas-alto-de-su-mandato/) and [speculative markets rise](https://www.dw.com/es/r%C3%A9cords-en-las-bolsas-del-mundo-a-pesar-de-los-temores-por-covid-19/a-54626463). Today's outbreaks are the consequence of having ended the lockdowns prematurely and above all of [trying to save investments in hotels and tourism at all costs](https://www.lapoliticaonline.es/nota/85366-por-que-espana-lidera-los-rebrotes-en-europa-turistas-sin-pcr-discotecas-y-hacinamiento-intergeneracional/), turning a blind eye and [selling a safety that did not exist](https://youtu.be/MYyyDEi1F0s). Predictable paradoxes: by uncontrollably opening up, the only thing they managed to do was [accumulate travel bans and compulsory quarantines](https://www.elespanol.com/invertia/empresas/turismo/20200812/vetos-covid-espana-sin-millones-turistas-verano/512199707_0.html). The result in less than two months: [54 million fewer foreign customers in 2020](https://cincodias.elpais.com/cincodias/2020/08/19/companias/1597851970_233310.html) and a good number of avoidable illnesses and deaths. Now the government is putting out a [new plan and promises to _reinvent the sector once covid has been defeated_](https://www.vozpopuli.com/espana/gobierno-plan-recuperacion-turismo_0_1383761747.html). But... weren't the borders opened to tourists because _the worst of the pandemic was over_ and _the hardest part of the pandemic had been defeated_? The regional governments, which see what is coming, are asking companies to [allow parents to telework](https://www.lainformacion.com/espana/colegio-vuelta-educacion-teletrabajo-empresas-gobierno-erte-subsidio/2813058/). They are right to be afraid. Scientific studies say that [children are in most cases asymptomatic, but that they infect more people than sick adults with symptoms](https://www.scmp.com/news/world/united-states-canada/article/3098096/coronavirus-silent-spreaders-children-who-seem). It is foreseeable that bringing children from different families and backgrounds together will create the basis for widespread community transmission. If we add to this the [distance measures in the classrooms _recommended_ by the government are merely wishful thinking](https://www.20minutos.es/noticia/4350594/0/miedo-incertidumbre-educacion-vuelta-colegio-generacion-covid/), the prospect is distressing. Leaving aside the fact that most Spanish jobs are not digitizable, the absurdity of the regional governments' position speaks for itself: if [they know that opening schools is going to generate massive pockets of propagation and they are going to be forced to close schools anyway](https://www.madridesnoticia.es/2020/08/madrid-cerrara-aulas-y-colegios-si-se-producen-positivos/), why are they even trying? How many lives is it going to take to fake normality for a few more weeks? On the way to the disaster, the teachers' unions [extended the ambiguity for as long as they could](https://www.europapress.es/andalucia/noticia-ccoo-ustea-no-descartan-movilizaciones-huelga-imprudente-vuelta-aulas-20200817172342.html), or otherwise [they disregarded any mobilization at all](https://www.lavanguardia.com/vida/20200817/482887527320/anpe-y-csif-descartan-una-huelga-educativa-al-inicio-de-curso.html). Only when the [consultations to their own affiliates began to show that the teachers were massively against the reopening](https://elpais.com/espana/madrid/2020-08-19/los-sindicatos-anuncian-una-huelga-para-los-primeros-dias-de-la-vuelta-al-cole.html), did they raise the possibility of calling strikes... limited to Madrid for the time being and under a hypocritical discourse of _safe reopening_[similar to that of their American counterparts](https://marxismo.school/communia/en/unions-and-the-reopening-of-schools). ## Saving lives is an obstacle to saving accounts and capital [![](https://marxismo.school/communia/en/assets/colas-centro-de-salud-galicia.jpg)](https://marxismo.school/communia/en/assets/colas-centro-de-salud-galicia.jpg) Queues at a health centre this week. The slogan, a thousand times repeated, that the European funds were to be used to avoid another long period of _cuts_ and _austerity_, was [pure and simple lie](https://marxismo.school/communia/en/can-the-european-recovery-fund-ease-the-crisis). Not a single month has gone by and everyone is already [very concerned](https://www.elespanol.com/invertia/economia/macroeconomia/20200818/deuda-publica-millones-junio-covid-marca-maximo/513948965_0.html) about a [record public debt of 110% of GDP](http://www.rtve.es/noticias/20200818/deuda-publica-marca-nuevo-record-junio-128-billones-euros-tras-impacto-del-coronavirus/2040431.shtml), which has nevertheless grown much less than would have been expected given the context. That public spending has been insufficient even according to the parameters of the system's economists is clear when prices drag on painfully and [do not even reach the European average of inflation](https://www.elespanol.com/invertia/economia/macroeconomia/20200819/inflacion-eurozona-repunta-amplia-diferencia-precios-espana/514199026_0.html). But the concern, in reality, is already different: that social pressure in the face of a new massacre will lead to widespread confinement. Even today, one of the most relevant economists of the financial world pointed out the brutal increase of the companies' indebtedness and the uselessness of financing the companies that were already in the new debt crisis - the famous _zombie companies_\- to [threaten with the danger of a financial crisis if they returned to confinement](https://cincodias.elpais.com/cincodias/2020/08/19/opinion/1597829916_064183.html). ## Saving capital is not about saving productive capacity, but about destroying it [![](https://marxismo.school/communia/en/assets/gasto-turistico.jpg)](https://marxismo.school/communia/en/assets/gasto-turistico.jpg) Domestic tourist expenditure (left) and foreign visitor generated (right) expenditure from 2019 and 2020. Now everyone, starting with the Bank of Spain, is [pushing the government to give preferential treatment to the SOCIMIs](https://www.lainformacion.com/economia-negocios-y-finanzas/maniobras-gobierno-frenan-auge-socimis-espana/2812973/). The SOCIMIs are the big funds quoted on the stock exchange dedicated to real estate speculation. [The Bank of Spain wants to accelerate the concentration of the rental housing market on their behalf](https://cincodias.elpais.com/cincodias/2020/08/18/companias/1597755229_990147.html) so that they may dictate prices. Once again there is no shame: the discourse that investments must be saved in order to save employment, goes up in smoke. There are few clearer examples of how, in order to save capital, what is actually proposed are speculative destinations and new monopolies that will keep investments alive at the cost of sucking up more of our wages... without creating jobs. rate of profit productive forces|productive force ## Towards a new slaughter With infections on the rise and an increasing number of occupied beds and ICU patients, things are already approaching the level of early March. The opening of schools in September threatens to trigger a new phase of mass community transmission. And the only thing made clear by the Spanish bourgeoisie and state is a red line: _no more lockdowns, we lose revenues and taxes_. Only a strong strike movement can force the state or the bourgeoisie to put lives, our lives, ahead of their profits.
